But did he have a rough childhood?

Current chain of events for police contact:

Police are called. Police contact suspect. Police attempt to get control of the situation with neccessary force. (verbal through lethal) Police go home to their families and the bad guy(s) go to jail or the morgue.

Tommy Potter's new chain of events for police contact:

Police are called. Police contact potential police brutality victim. Police attempt to determine if knife wielding man who is frothing at the mouth is "mentally ill." Police open up their field copies of DSM IV and attempt to diagnose the mental illness. Police attempt to determine if suspect, I mean potential police brutality victim, had a rough childhood. Suspect stabs several bystanders...

You forgot about the Police first establishing a command post several blocks from the scene so their presence doesn't further disturb the person who some claim has issues.

Then waiting until off-duty personnel arrive who are skilled in negotiating and hostage situations as that potential may result and they would need all their tools available at a moments notice.

Police Brutality Victim attacks citizens, Police are called, fail to find victim as any helpful information in the description, which might be cause for profiling has been removed - including: gender, height, skin color.
Police leave.
PBV attacks more citizens.

(for the humor challenged, only some of my comment is serious)
