Tillamook County Health Department (TCHD) serves a rural area of 1,125 sq. miles and population of 25,845 people in Tillamook County, Oregon. The Health Department has been providing public health services since 1974.

Many low-income residents (14%) live in the service area, including a rapidly growing number of Hispanics, listed at 7% of the county population but more likely in excess of 15%. Of patients accessing TCHD 18% are Hispanic.

Special problems exist for the Hispanic population who are likely low income and not insuranced, but who also have language barriers to access local prenatal providers. The TCHD staff helps Hispanic women to get connected to prenatal and perinatal providers.

The service area has seen an increase in immigrants from Mexico and other Central American countries over the past ten years, and people of Hispanic ethnicity represent the largest proportion of the minority groups. About 30% of the students in the Tillamook School Districts are Hispanic. Differing cultural and linguistic backgrounds can be a major barrier to health care. Concerns about immigration status, poverty and language differences prevents people from seeking health services when they need it.

Government drones actually sit around and draft these reports. We fire employees who investigate rapes at the state police crime lab but have money for diversity workers to worry about illegal aliens seeking taxpayer funded health services.

SHANGHAI -- What can $1,475 buy you in modern China? Not a Tiffany diamond or a mini-sedan, say Robert Zhou and Daisy Chao. But for that price, they guarantee you something more lasting, with unquestioned future benefits: a U.S. passport and citizenship for your new baby.
Zhou and Chao, a husband and wife from Taiwan who now live in Shanghai, run one of China's oldest and most successful consultancies helping well-heeled expectant Chinese mothers travel to the United States to give birth.
The couple's service, outlined in a PowerPoint presentation, includes connecting the expectant mothers with one of three Chinese-owned "baby care centers" in California. For the $1,475 basic fee, Zhou and Chao will arrange for a three-month stay in a center -- two months before the birth and a month after. A room with cable TV and a wireless Internet connection, plus three meals, starts at $35 a day. The doctors and staff all speak Chinese. There are shopping and sightseeing trips.

Zhou and Chao insist that everything they do is legal, noting that the 14th Amendment to the U.S. Constitution, ratified in 1868, says anyone born on U.S. soil has the right to citizenship.

"We don't encourage moms to break the law -- just to take advantage of it," Zhou said. "It's like jaywalking. The policeman might fine you, but it doesn't break the law."
"We are not snakeheads," he added, using the common term here for Chinese gangsters involved in smuggling illegal immigrants.

The issues are entirely different. Illegals from across the border are (a) here illegally, (b) taking jobs and services, and (c) in many cases, committing other crimes as well.

Just today, the Zero reported that an OSP trooper busted a couple of hispanics with over a hundred pounds of dope after pulling them over for speeding outside of Medford. What they didn't report, of course, is that both are now lodged in the Jackson County jail with ICE holds on them.

Now, by contrast, these Chinese folks are coming here on valid tourist visas, which they do not overstay. They enter and leave on first-class flights, and they spend money while here. In brief, not only are they committing no crime, but they are adding value to the economy of California.

While it's reasonable to suspect that the agency has negotiated "bulk rates" in order to lower costs, the fact is that this is money coming in, not money going "home".

Many of them are simply doing this as a legal means for circumvention of China's "single child" rule; the child's status as an American citizen affords her immunity from Chinese enforcement measures.

While I have long advocated for clarification of our 14th Amendment to accurately reflect its original intent, it is a mistake to conflate the entirely legal actions of a small number of wealthy Chinese with those of the millions of illegal aliens that have poured across our southern border.

Given a choice between forced abortion and an entirely legal alternative, I suspect that many here would opt for the legal alternative.

Max, But consider that they will not leave as their new american child qualifies for massive free stuff from our gov't and article implies they want to raise that child HERE.

Also in a country with more than 1.4 Billion, if only 10% can afford that (and the middle class is growing immensely there) that's another 1.4 Million new Babies next year.

With over 25 Million Americans not working full time or at all and Dem's in Congress probably going to suck our Grandkids dry for another $34 Billion for un-employment, how about LESS immigration, of all kinds for a while? Ya think?

As a matter of fact, I do. Are you suggesting (on Miglavs' behalf) that he wishes to be free from paying taxes? If so, he's living in the wrong country. No, the wrong century. Taxes were sorta, kinda a concept supported by the Founding Fathers. If Daniel had lived here maybe six or seven hundred years ago, he would not have had to pay taxes, although I'm sure he would have found something to bitch about.

Did I say anything about not paying taxes? But since you brought it up, what do you think of those who don't pay any net taxes? You know, people who receive more money from the government than what they pay in? Would you say that they have more freedom than those who actually pay taxes?

What about our progressive tax structure, where the more you earn, the higher the percentage of income (i.e., a higher tax bracket) you pay in taxes?

Would you say the top wage-earners in this country have more freedom, or less, than the bottom ones?

Would you say the top wage-earners in this country have more freedom, or less, than the bottom ones?

Are you fucking serious? The top earners, idiot. We live in a class society, in case you hadn't noticed. In a class society, those at the top have it the easiest in every realm of life -- economic, legal, etc.

Please make me laugh and come back here and tell me the top wage earners have less freedom because they're in a higher tax bracket. As if that's the All-Important Determining Factor in whether one leads the Good Life. Although I guess in Miglavia, it is.

Since you know when Tax Freedom day is, then why don't you tell us the date instead of being coy about it? And doesn't the fact that it's referred to Tax Freedom day indicate that the time period before it occurs implies a lack of freedom?

You think the degree to which we're taxed has absolutely no impact on our freedom whatsoever? Are you telling me we would be still be free if our entire incomes were confiscated in taxes?

Tell me, do you like working four months out of the year just to pay your taxes? One-third of your life?

Now, if you're talking about the Ruling Class, then I'd be inclined to agree with you. However, not everyone who is rich is not a member of the Ruling Class. Also, just because one has money does not mean they have it easy in every area of life. Wealth brings problems of its own.

We need to elect a president who will declare an emergency and put the national guard on the border and stop ALL illegal immigration. We should stop all legal immigration until all people who have immigrated here have been assimilated. We should stop giving the Chinese visas since they abuse them. We need to create a system to assure that everyone who visits this country leaves when they say they will. We need some teeth in our laws.

If these Mexican women were on birth control, then they wouldn't have all the kids to push the carts of free food around the store every month! I just could not bear knowing that my tax money was not feeding all of Mexico's bastards!! Let's call it like it is and cut the crap.
