Anthony,
The answer is, they employed people, usually young, at the low minimum wage of the day. Today, however, required wages and employ benefits are much higher. The problem for the nursery owner is how to compete when the other nurseries are using illegal labor. There's the rub, one guy does it successfully for an extended period of time, and everyone has to in order to compete.

Now, I'm not excusing them at all. However, isn't it amusing that the same side that defends illegals working here is the side that pushes regulation and mandatory minimum wages in the first place?

if we could repeal the minimum wage for workers under 18, and then get teenagers to set down the electronics and consider earning a paycheck instead of drawing an allowance, the need for illegal alien labor would dry up fast.

Teens work, it's just that they won't do this kind of work. A lot of teens get jobs in the customer service call centers. They don't even like working fast food anymore.

Anthony: Migrant workers were here twenty years ago and thirty years ago and fifty years ago. Some were illegal and some were not. Some were Hispanic and some were not. Ever hear of the "Braseros" program? They've always been around. People just never bitched about it until the "Mexicans" started showing up in locales beyond the West, where people generally freak if they see anyone who is different than they are: Iowa, New Hampshire, Connecticut, etc...lol.

Wrong again. Got any facts to show that people in Iowa, Connecticut, etc "Freak" when they see someone different than they are?? That's a completely idiotic and shallow statement that doesn't show you in a very good light.

Secondly, you failed to read my post (again).

The U.S. Has a standing migrant worker program that issues temporary visas for people to come up here LEGALLY to work in the ag industry. I asked what the nursery owners did before ILLEGAL labor.

READ the post Eli, and make a stab at at least understanding it.

Nursery owners have always depended on "migrant" labor. This is nothing new. Thirty years ago, a migrant worker could just as easily have been Anglo as he was Mexican. The term "migrant" hasn't always been synonymous with "Mexican." Up until the 70s, large numbers of migrants were non-hispanic. Migrant workers moved from state to state depending on what was being harvested and when.

That's because we have led them to believe they are entitled to $8/hr jobs with no education or experience, and no demonstrable work ethic.

Many of the illegals are working for less than minimum wage. That's why employers hire them.

When you can hire someone under the table for $5 per hour, even if you don't write it off on your taxes, it is still a hell of a lot cheaper than paying someone $8/hr (plus matching SSI and all the other crap that goes along with it).

And the people being hired illegally actually want to keep their jobs, so they do decent work... better work than our own home grown slack-jawed "yoots" would do.

Finally, most of these jobs have very low profit margins, so employers simply can't get $8 of value (not to mention all the added costs like SSI) out of an hour of work.

This is not to say our kids aren't worth hiring. Just that they aren't worth hiring at current minimum wage levels. Let the kids work for less money, and employers will choose them over illegals.

There is no reason why anyone under age 18 should be entitled to receive a minimum wage or benefits, or should be required to pay into SSI or other pseudo-tax programs. Those are all put into law to protect adults who have no other means to provide for themselves (and you can debate their value in another post). But if you are a minor, you are legally under the care of an adult and receive those protections through your parent/guardian.

It is also not to say that kids today don't want to work. Most kids want to have money. But there are two problems:

1) too many kids are given what they want by their parents, thus do not need to work, and

2) too many employers would rather pay an illegal under the table than pay a teenager minimum wage, for purely economic reasons.

We can solve the latter problem with legislation. The former, however, is up to our society. We need to stop coddling our kids and give them the responsibility to earn their own spending money. We need to encourage them to go out and do manual labor. When kids can work crappy jobs before they leave high school, they can enter adulthood with some work experience and be better prepared to take care of themselves. And if they quickly discover how much they hate jobs like picking lettuce in the hot fields, they can be inspired to do well in school and get the education necessary to land a better job down the road. This will also help solve child obesity problems! Hard work out in the heat is a sure fire way to stay trim. Finally, kids who keep busy earning their money have less time to do stupid crap that gets them in trouble. You know that old saying about idle hands...

It's a win all around.

We just need to teach parents how to say NO to their whiney assed teenagers who suck up the money without earning a dime.

My DH and I are teaching our kids all the "golden rule" values and definantly have expectations of them that could be categorized as "old fashioned." It is extremely rewarding to see them display the attributes of good character at their tender ages. DH and I have decided that when our kids are ready for a part time job, they MUST save at least 33% of their wages which we will match 10% of. They will not be allowed to work unless they agree to this rule. However, I'll be damned if they work for less than minimum wage when it is time for them to take on a part time job. I hope it is a "crappy" job like picking raspberries or cleaning toilets, it's good for them, as you said, for a variety of reasons, but I certainly will not let them be taken advantage of so their employer can enjoy greater profits at their expense. Basically it seems what you're saying is it's okay for an employer to take advantage of a certain class of people who, in your view, aren't entitled to enjoy the benefit of labor laws designed to prevent the exploitation of human beings. In this case, that class of people being kids, who must not count as a whole human being, much like the slaves, huh?

Anything less than the current minimum wage doesn't even cover the car insurance and gas to get there, especially if you're working part time. Uh-uh.

Also, on a side note: the number of migrant workers (legal or not) who work for less than minimum wage (at least in Oregon) is estimated to be extremely small, thanks to the efforts of extremely active organizations who champion the rights of Oregon's migrant agricultural workers (both legal and illegal, Hispanic and non-Hispanic) like PCUN. Are they paid enough? NO. Are 90% of them working at minimum wage or better? Yes. If you want to verify this you can visit PCUNs website.

Other than that, I agree with everything you have to say! I don't care for Thompson much though...seems to me the lights are on but nobody's home. Just haven't been to impressed with him in interviews. I do like Huckabee, more and more.

There are plenty of other child labor laws on the books to protect children from exploitation. There are laws about the number of hours that can be worked, ensuring sufficient time away from work for school, etc.

And you forget the single biggest tool a child has to protect himself from exploitation on the job: don't take it. If an employer isn't offering enough money for the job, the employer won't find employees. I believe, however, that there could be plenty of kids willing to work in the $5 to $7 per hour range for many labor intensive part-time jobs (especially in summer).

Shouldn't we let the free market decide these things, rather than regulate them?

And I would wager that you have no problem letting kids earn less than minimum wage and probably even have paid kids less than that yourself; you just aren't thinking that "jobs" kids do are the same as employment. But...

Ever hire a babysitter? Was it the teenager next door? How much did you pay? Five bucks an hour?

Ever pay a kid to mow your grass in the summer? Did you pay minimum wage? Did you really?

Do you ever reward your kids for doing chores around the house by giving them an allowance? How much is it? Aren't you exploiting them?

How can we all get away with hiring kids for less than minimum wage? Aren't we exploiting them? Aren't we using them as slaves? Aren't we violating their basic human rights?

NO WE ARE NOT! IT IS CALLED "GROWING UP" AND MORE KIDS NEED TO TRY IT!

Oh and by the way, when I was an Airman Basic in the military, I got paid less than minimum wage. But no one went out there fighting for my rights. And after promotion, I was making quite a bit more. That's another thing:

YOU SHOULDN'T BE MAKING $5/hr FOR VERY LONG!

When you have some experience and a proven record of basic professionalism (showing up on time, doing what you're told, etc.), you are WORTH MORE. An employer would rather pay you more money to keep you than see you leave, only to replaced by an unknown worker, untrained, who might end up being a flake.

There is nothing wrong with kids starting out earning even less money than what lawmakers have arbitrarily called "the minimum." Any kid worth a crap will soon be making more. It is a short term opportunity to gain experience at the cost of salary, not a lifetime of poverty.

And the price of gas is moot: why does a kid need to buy gas? Where is a kid getting the car, or the insurance? No teenager needs these things. My first job, working at Radio Shack, came with no car. I either got a ride from someone else, or rode a bike.

You see, you just hit on another part of the problem. Kids these days think they are entitled to a car. But they aren't. In fact, a child under 18 is not legally allowed to purchase a car or contract for car insurance. They require parents to supply that for them (sure, some kids might pay the bill, but it is still all in the parents' names). I bought my first car when I was 20. No kid under 18 needs to buy a car to drive to work.

Bottom line: there is no reason to have a minimum wage for teens.

Oh, and Fred is not a dim bulb. You're just reading too much of what his opponents want you to read. Go check out his immigration platform at his website!

Your quite right, I do pay teenagers who are doing "around the house" jobs like yardwork and babysitting less than minimum wage. I will have to check on laws regarding this type of employment. I wonder if they're the same as working for a "commercial" employer?

While I haven't "read" anything about Fred Thompson, I watched his first debate performance, a couple of pretty lengthy appearances on Fox News, and several other television interviews on various news programs. Sorry, but my view of him being intellectually
"sluggish" is my own independent conclusion.

I will check out his immigration platform. I'm hoping someone will adopt O'Reilly's.

Giuliani Hires, Defends Accused Child Molester

Months after Catholic priest Alan Placa was accused of sexually molesting three children, Republican presidential candidate Rudy Giuliani hired Placa, his longtime friend, to work in Giuliani's consulting firm.

Victims' groups and some of Placa's accusers have begun protesting at Giuliani's campaign events. "This man did unjust things, and he's being protected and employed and taken care of. It's not a good thing," said a former student of Placa's.

Giuliani continues to defend Placa, saying "I know who he is, so I support him. We give some of the worst people in our society the presumption of innocence and benefit of the doubt ... of course, I'm going to give that to one of my closest friends."

Susan Coleman: Rumors were circulating in Arkansas of an affair with Bill Clinton. She was found dead with a gunshot wound to the head at 7 1/2 months pregnant. Death was an apparent suicide.

Larry Guerrin: Was killed in February 1987 while investigating the INSLAW case.

Kevin Ives & Don Henry: Initial cause of death was reported to be the result of falling asleep on a railroad track in Arkansas on August 23, 1987. This ruling was reported by the State medical examiner Fahmy Malak. Later it was determined that Kevin died from a crushed skull prior to being placed on the tracks. Don had been stabbed in the back. Rumors indicate that they might have stumbled upon a Mena drug operation.

Keith Coney: Keith had information on the Ives/Henry deaths. Died in a motorcycle accident in July 1988 with unconfirmed reports of a high speed car chase.

Keith McKaskle: McKaskle has information on the Ives/Henry deaths. He was stabbed to death in November 1988.

Gregory Collins: Greg had information on the Ives/Henry deaths. He died from a gunshot wound to the face in January 1989.

Jeff Rhodes: He had information on the deaths of Ives, Henry & McKaskle. His burned body was found in a trash dump in April 1989. He died of a gunshot wound to the head and there was some body mutilation, leading to the probably speculation that he was tortured prior to being killed.

James Milam: Milam had information on the Ives & Henry deaths. He was decapitated. The state Medical examiner, Fahmy Malak, initially ruled death due to natural causes.

Richard Winters: Winters was a suspect in the deaths of Ives & Henry. He was killed in a "robbery" in July 1989 which was subsequently proven to be a setup.

Jordan Kettleson: Kettleson had information on the Ives & Henry deaths. He was found shot to death in the front seat of his pickup in June 1990.

Alan Standorf: An employee of the National Security Agency in electronic intelligence. Standorf was a source of information for Danny Casalaro who was investigating INSLAW, BCCI, etc. Standorf's body was found in the backseat of a car at Washington National Airport on Jan 31, 1991.

Dennis Eisman: An attorney with information on INSLAW. Eisman was found shot to death on April 5, 1991.

Danny Casalaro: Danny was a free-lance reporter and writer who was investigating the "October Surprise", INSLAW and BCCI. Danny was found dead in a bathtub in a Sheraton Hotel room in Martinsburg, West Virginia. Danny was staying at the hotel while keeping appointments in the DC area pertinent to his investigation. He was found with his wrists slashed. At least one, and possibly both of his wrists were cut 10 times. All of his research materials were missing and have never been recovered.

Victor Raiser: The National Finance Co-Chair for "Clinton for President." He died in a airplane crash on July 30, 1992.

R. Montgomery Raiser: Also involved in the Clinton presidential campaign. He died in the same plane crash as Victor.

Paul Tully: Tulley was on the Democratic National Committee. He was found dead of unknown causes in his hotel room on September 24, 1992. No autopsy was ever allowed.

Ian Spiro: Spiro had supporting documentation for grand jury proceedings on the INSLAW case. His wife and 3 children were found murdered on November 1, 1992 in their home. They all died of gunshot wounds to the head. Ian's body was found several days later in a parked car in the Borego Desert. Cause of death? The ingestion of cyanide. FBI report indicated that Ian had murdered his family and then committed suicide.

Paula Gober: A Clinton speech writer. She died in a car accident on December 9, 1992 with no known witnesses.

Jim Wilhite: Wilhite was an associate of Mack McClarty's former firm. Wilhite died in a skiing accident on December 21, 1992. He also had extensive ties to Clinton with whom he visited by telephone just hours before his death.

Steve Willis, Robert Williams, Todd McKeahan & Conway LeBleu: Died Feburary 28, 1993 by gunfire at Waco. All four were examined by a pathologist and died from identical wounds to the left temple. All four had been body guards for Bill Clinton, three while campaigning for President and when he was Governor of Arkansas.They also were the ONLY 4 BATF agents killed at Waco.

Sgt. Brian Haney, Sgt. Tim Sabel, Maj. William Barkley, Capt. Scott Reynolds: Died: May 19, 1993 - All four men died when their helicopter crashed in the woods near Quantico, Va. - Reporters were barred from the site, and the head of the fire department responding to the crash described it by saying, "Security was tight," with "lots of Marines with guns." A videotape made by a firefighter was seized by the Marines. All four men had escorted Clinton on his flight to the carrier Roosevelt shortly before their deaths.

John Crawford: An attorney with information on INSLAW. He died from a heart attack in Tacoma in April of 1993.

John Wilson: Found dead from an apparent hanging suicide on May 18, 1993. He was a former Washington DC council member and claimed to have info on Whitewater.

Paul Wilcher: A lawyer who was investigating drug running out of Mena, Arkansas and who also sought to expose the "October Surprise", BCCI and INSLAW. He was found in his Washington DC apartment dead of unknown causes on June 22, 1993.

Vincent Foster: A White House deputy counsel and long-time personal friend of Bill and Hillary's. Found on July 20, 1993, dead of a gunshot wound to the mouth -- a death ruled suicide. Many different theories on this case! Readers are encouraged to read our report in Strange Deaths.

Jon Parnell Walker: An investigator for the RTC who was looking into the linkage between the Whitewater and Madison S&L bankruptcy. Walker "fell" from the top of the Lincoln Towers Building.

Stanley Heard & Steven Dickson: They were members of the Clinton health care advisory committee. They died in a plane crash on September 10, 1993.

Jerry Luther Parks: Parks was the Chief of Security for Clinton's national campaign headquarters in Little Rock. Gunned down in his car on September 26, 1993 near the intersection of Chenal Parkway and Highway 10 west of Little Rock. Parks was shot through the rear window of his car. The assailant then pulled around to the driver's side of Park's car and shot him three more times with a 9mm pistol. His family reported that shortly before his death, they were being followed by unknown persons, and their home had been broken into (despite a top quality alarm system). Parks had been compiling a dossier on Clinton's illicit activities. The dossier was stolen.

Ed Willey: A Clinton fundraiser. He died of a self-inflicted gunshot wound on November 30, 1993. His death came the same day his wife, Kathleen, was sexually assaulted in the White House by Bill Clinton.

Gandy Baugh: Baugh was Lasater's attorney and committed suicide on January 8, 1994. Baugh's partner committed suicide exactly one month later on February 8, 1994.

Herschell Friday: A member of the presidential campaign finance committee. He died in an airplane explosion on March 1, 1994.

Ronald Rogers: Rogers died on March 3, 1994 just prior to releasing sensitive information to a London newspaper. Cause of death? Undetermined.

Kathy Furguson: A 38 year old hospital worker whose ex-husband is a co- defendant in the Paula Jones sexual harassment law suit. She had information supporting Paula Jone's allegations. She died of an apparent suicide on May 11, 1994 from a gunshot wound to the head.

Bill Shelton: Shelton was an Arkansas police officer and was found dead as an apparent suicide on kathy Ferguson's grave (Kathy was his girl friend), on June 12, 1994. This "suicide" was the result of a gunshot wound to the back of the head.

Stanley Huggins: Huggins, 46, was a principal in a Memphis law firm which headed a 1987 investigation into the loan practices of Madison Guaranty S&L. Stanley died in Delaware in July 1994 -- reported cause of death was viral pneumonia.

Paul Olson: A Federal witness in investigations to drug money corruption in Chicago politics, Paul had just finished 2 days of FBI interviews when his plane ride home crashed, killing Paul and 130 others on Sept 8 1994. The Sept. 15, 1994 Tempe Tribune newspaper reported that the FBI suspected that a bomb had brought down the airplane.

Calvin Walraven: 24 year on Walraven was a key witness against Jocelyn Elder's son's drug case. Walraven was found dead in his apartment with a gunshot wound to the head. Tim Hover, a Little Rock police spokesman says no foul play is suspected.

Alan G. Whicher: Oversaw Clinton's Secret Service detail. In October 1994 Whicher was transferred to the Secret Service field office in the Murrah Building in Oklahoma City. Whatever warning was given to the BATF agents in that building did not reach Alan Whicher, who died in the bomb blast of April 19th 1995.

Duane Garrett: Died July 26, 1995-A lawyer and a talk show host for KGO-AM in San Fransisco, Duane was the campaign finance chairman for Diane Fienstien's run for the senate, and was a friend and fundraiser for Al Gore. Garrett was under investigation for defrauding investors in Garrett's failed sports memorabilia venture. There was talk of a deal to evade prosecution. On July 26th, Garrett canceled an afternoon meeting with his lawyer because he had to meet some people at the San Fransisco airport. Three hours later he was found floating in the bay under the Golden Gate Bridge.

Ron Brown:. The Commerce Secretary died on April 3, 1996, in an Air Force jet carrying Brown and 34 others, including 14 business executives on a trade mission to Croatia, crashed into a mountainside. The Air Force, in a 22-volume report issued in June of 1996, confirmed its initial judgment that the crash resulted from pilot errors and faulty navigation equipment At the time of Brown's death, Independent Counsel Daniel Pearson was seeking to determine whether Brown had engaged in several sham financial transactions with longtime business partner Nolanda Hill shortly before he became secretary of commerce.

Charles Meissner: died: UNK - Following Ron Brown's death, John Huang was placed on a Commerce Department contract that allowed him to retain his security clearance
by Charles Meissner. Shortly thereafter, Meissner died in the crash of a small plane. He was an Assistant Secretary of Commerce for International Economic Policy.

William Colby: Retired CIA director was found dead on May 6,1996 after his wife reported him missing on April 27,1996. Apparently, Colby decided to go on a impromptu canoeing excursion and never returned. Colby who had just started writing for Strategic Investment newsletter, worried many in the intelligent community. Colby's past history of divulging CIA secrets in the past were well known. Strategic Investor had covered the Vince Foster suicide and had hired handwriting experts to review Foster's suicide note.

Admiral Jeremy Boorda: Died on May 16,1996 after he went home for lunch and decided to shoot himself in the chest (by one report, twice) rather than be interviewed by Newsweek magazine that afternoon. Explanations for Boorda's suicide focused on a claim that he was embarrassed over two "Valor" pins he was not authorized to wear.

Lance Herndon: Herndon a 41 year old computer specialist and a prominent entrepreneur who received a presidential appointment in 1995 died August 10, 1996 under suspicious circumstances. He appeared to have died from a blow to the head. Police said no weapons were found at his mansion, adding that Mr. Herndon had not been shot or stabbed and there was no evidence of forced entry or theft.

Neil Moody: Died -August 25, 1996 Following Vincent Foster's murder, Lisa Foster married James Moody, a judge in Arkansas, on Jan 1, 1996. Near the time Susan McDougal first went to jail for contempt, Judge Moor's son, Neil died in a car crash. There were other reports that Neil Moody had discovered something very unsettling among his stepmother's private papers and was threatening to go public with it just prior to the beginning of the Democratic National Convention. He was alleged to have been talking to Bob Woodward of the Washington Post about a blockbuster story. Witnesses said they saw Neil Moody sitting in his car arguing with another person just prior to His car suddenly speeding off out of control and hitting a brick wall.

Barbara Wise: Wise a 14-year Commerce Department employee found dead and partially naked in her office following a long weekend. She worked in the same section as John Huang. Officially, she is said to have died of natural causes.

Doug Adams: Died January 7, 1997- A lawyer in Arkansas who got involved trying to help the people who were being swindled out of their life savings. Adams was found in his vehicle with a gunshot wound to his head in a Springfield Mo. hospital parking lot.

Mary C. Mahoney: 25, murdered at the Georgetown Starbuck's coffee bar over the 4th of July '97 weekend. She was a former White House intern who worked with John Huang. Apparently she knew Monica Lewinsky and her sexual encounters with Bill Clinton. Although not verified, it has been said that Lewinsky told Linda Tripp that she did not want to end up like Mahoney.

Ronald Miller: Suddenly took ill on October 3rd,1997 and steadily worsened until his death 9 days later. (This pattern fits Ricin poisoning.) Owing to the strangeness of the illness, doctors at the Integris Baptist Medical Center referred the matter to the Oklahoma State Medical Examiner's Office. The Oklahoma State Medical Examiner's Office promptly ran tests on samples of Ron Miller's blood, but has refused to release the results or even to confirm that the tests were ever completed.

Had been investigated by authorities over the sale of his company, Gage Corp. to Dynamic Energy Resources, Inc. was the man who tape recorded Gene and Nora Lum and turned those tapes (and other records) over to congressional oversight investigators. The Lums were sentenced to prison for campaign finance violations, using "straw donors" to conceal the size of their contributions to various candidates. Indeed, Dynamic Energy Resources, Inc. had hired Ron Brown's son Michael solely for the purpose of funneling $60,000 through him to the Commerce Secretary, according to Nolanda Hill's testimony.

Sandy Hume: On Sunday, February 22nd, 1998, Sandy Hume, the 28 year old son of journalist Britt Hume, was reportedly found dead in his Arlington, Virginia home. Aside from the statement that this was an "apparent" suicide, there remains in place a total media blackout on this story, possibly out of concern that the actual facts will not withstand public scrutiny. Worked for Hill magazine, about Congress for Congress.

Johnny Lawhon: 29, died March 29, 1998- The Arkansas transmission specialist who discovered a pile of Whitewater documents in the trunk of an abandoned car on his property and turned them over to Starr, was killed in a car wreck two weeks after the McDougal death.. Details of the "accident" have been sketchy -- even from the local Little Rock newspaper.

Charles Wilbourne Miller: 63, was found dead of a gunshot wound to the head on November 17, 1998 in a shallow pit about 300 yards from his ranch house near Little Rock. Police found a .410 gauge shotgun near Miller's body and a Ruger .357-caliber revolver submerged in water. Investigators concluded the Ruger was the weapon used by Miller to kill himself. Yet, two rounds in the handgun's cylinder had been spent.

He had long served as executive vice president and member of the board of directors for a company called Alltel and was deeply involved in his own software engineering company until the day he died. Alltel is the successor to Jackson Stephens' Systematics, the company that provided the software for the White House's "Big Brother" data base system and that was behind the administration's plan to develop the secret computer "Clipper" chip to bug every phone, fax and email transmission in America.

Carlos Ghigliotti: 42, was found dead in his home just outside of Washington D.C. on April 28, 2000. There was no sign of a break-in or struggle at the firm of Infrared Technology where the badly decomposed body of Ghigliotti was found. Ghigliotti had not been seen for several weeks.

Ghigliotti, a thermal imaging analyst hired by the House Government Reform Committee to review tape of the siege, said he determined the FBI fired shots on April 19, 1993. The FBI has explained the light bursts on infrared footage as reflections of sun rays on shards of glass or other debris that littered the scene.

"I conclude this based on the groundview videotapes taken from several different angles simultaneously and based on the overhead thermal tape," Ghigliotti told The Washington Post last October. "The gunfire from the ground is there, without a doubt."

Ghigliotti said the tapes also confirm the Davidians fired repeatedly at FBI agents during the assault, which ended when flames raced through the compound. About 80 Branch Davidians perished that day, some from the fire, others from gunshot wounds.

Mark Corallo, a spokesman for the congressional committee chaired by Rep. Dan Burton, R-Ind., said that police found the business card of a committee investigator in Ghigliotti's office. Corallo said Ghigliotti's work for the committee ended some time ago.

Tony Moser: 41, was killed as he crossed a street in Pine Bluff, Ark on on June 10, 2000. Killed 10 days after being named a columnist for the Democrat-Gazette newspaper and two days after penning a stinging indictment of political corruption in Little Rock.

Police have concluded that no charges will be filed against the unnamed driver of a 1995 Chevrolet pickup, which hit Moser as he was walking alone in the middle of unlit Rhinehart Road about 10:10 p.m

Police say they have ruled out foul play and will file no charges against the driver because he was not intoxicated and there was no sign of excessive speed.

REP. FRED RICHMOND (D-N.Y.):
In April 1978, Richmond was arrested in Washington for soliciting sex from a 16-year-old boy. Richmond apologized for his actions, conceding he "made bad judgments involving my private life." In spite of a Democratic primary opponent's attempts to cash in on the headlines, Richmond easily won renomination and reelection. But his career came to an end four years later when, after pleading guilty to possession of marijuana and tax evasion - and amid allegations that he had his staff procure cocaine for him -- he resigned his seat.

REP. JOHN HINSON (D-Miss.):
On Aug. 8, 1980, during his first reelection bid, Hinson stunned everyone by announcing that in 1976 he had been accused of committing an obscene act at a gay haunt in Virginia. Hinson, married and a strong conservative, added that in 1977 he had survived a fire in a gay D.C. movie theater. He was making the disclosure, he said, because he needed to clear his conscience. But he denied he was a homosexual and refused GOP demands that he resign. Hinson won reelection in a three-way race, with 39 percent of the vote. But three months later, he was arrested on charges of attempted oral sodomy in the restroom of a House office building. He resigned his seat on April 13, 1981.

REP. ROBERT BAUMAN (D-Md.):
On Oct. 3, 1980, Bauman, a leading "pro-family" conservative, pleaded innocent to a charge that he committed oral sodomy on a teenage boy in Washington. Married and the father of four, Bauman conceded that he had been an alcoholic but had been seeking treatment. The news came as a shock to voters of the rural, conservative district, and he lost to a Democrat in November.

REP. DAN CRANE (R-Ill.) and REP. GERRY STUDDS (D-Mass.):
The House ethics committee on July 14, 1983, announced that Crane and Studds had sexual relationships with teenage congressional pages -- Crane with a 17-year-old female in 1980, Studds with a 17-year-old male in 1973. Both admitted the charges that same day, and Studds acknowledged he was gay. The committee voted to reprimand the two, but a back-bench Georgia Republican named Newt Gingrich argued that they should be expelled. The full House voted on July 20 instead to censure the two, the first time that ever happened for sexual misconduct. Crane, married and the father of six, was tearful in his apology to the House, while Studds refused to apologize. Crane's conservative district voted him out in 1984, while the voters in Studds's more liberal district were more forgiving. Studds won reelection in 1984 with 56 percent of the vote, and continued to win until he retired in 1996.

REP. ERNIE KONNYU (D-Calif.):
In August 1987, two former Konnyu aides complained to the San Jose Mercury News that the freshman Republican had sexually harassed them. GOP leaders were unhappy with Konnyu's temperament to begin with, so it took little effort to find candidates who would take him on in the primary. Stanford professor Tom Campbell ousted Konnyu the following June.

SEN. BROCK ADAMS (D-Wash.):
On Sept. 27, 1988, Seattle newspapers reported that Kari Tupper, the daughter of Adams's longtime friends, filed a complaint against the Washington Democrat in July of 1987, charging sexual assault. She claimed she went to Adams's house in March 1987 to get him to end a pattern of harassment, but that he drugged her and assaulted her. Adams denied any sexual assault, saying they only talked about her employment opportunities. Adams continued raising campaign funds and declared for a second term in February of 1992. But two weeks later the Seattle Times reported that eight other women were accusing Adams of sexual molestation over the past 20 years, describing a history of drugging and subsequent rape. Later that day, while still proclaiming his innocence, Adams ended his campaign.

REP. JIM BATES (D-Calif.):
Roll Call quoted former Bates aides in October 1988 saying that the San Diego Democrat made sexual advances toward female staffers. Bates called it a GOP-inspired smear campaign, but also apologized for anything he did that might have seemed inappropriate. The story came too close to Election Day to damage Bates, who won easily. However, the following October the ethics committee sent Bates a "letter of reproval" directing him to make a formal apology to the women who filed the complaint. Although the district was not thought to be hospitable to the GOP, Randy "Duke" Cunningham, a former Navy pilot who was once shot down over North Vietnam, ousted Bates in 1990 by fewer than 2,000 votes.

REP. GUS SAVAGE (D-Ill.):
The Washington Post reported on July 19, 1989, that Savage had fondled a Peace Corps volunteer while on an official visit to Zaire. Savage called the story a lie and blamed it on his political enemies and a racist media. (Savage is black.) In January 1990, the House ethics committee decided that the events did occur, but decided against any disciplinary action because Savage wrote a letter to the woman saying he "never intended to offend" her. Savage was reelected in 1990, but finally ousted in the 1992 primary by Mel Reynolds.

REP. BARNEY FRANK (D-Mass.):
In response to a story in the Aug. 25, 1989, Washington Times, Frank confirmed that he hired Steve Gobie, a male prostitute, in 1985 to live with and work for him in his D.C. apartment. But Frank, who is gay, said he fired Gobie in 1987 when he learned he was using the apartment to run a prostitution service. The Boston Globe, among others, called on Frank to resign, but he refused. On July 19, 1990, the ethics committee recommended Frank be reprimanded because he "reflected discredit upon the House" by using his congressional office to fix 33 of Gobie's parking tickets. Attempts to expel or censure Frank failed; instead the House voted 408-18 to reprimand him. The fury in Washington was not shared in Frank's district, where he won reelection in 1990 with 66 percent of the vote, and has won by larger margins ever since.

SEN. DANIEL INOUYE (D-Hawaii):
In October 1992, Republican Senate nominee Rick Reed began running a campaign commercial that included a surreptitiously taped interview with Lenore Kwock, Inouye's hairdresser. Kwock said Inouye had sexually forced himself on her in 1975 and continued a pattern of sexual harassment, even as Kwock continued to cut his hair over the years. Inouye, seeking a sixth term, denied the charges. And Kwock said that by running the commercial, Reed had caused her more pain than Inouye had. Reed was forced to pull the ad, and while many voters took out their anger on the Republican, Inouye was held to 57 percent of the vote - the lowest total of his career. A week later, a female Democratic state legislator announced that she had heard from nine other women who claimed Inouye had sexually harassed them over the past decade. But the women didn't go public with their claims, the local press didn't pursue the story, and the Senate Ethics Committee decided to drop the investigation because the accusers wouldn't participate in an inquiry.


REP MEL REYNOLDS (D-Ill.):
Freshman Reynolds was indicted on Aug. 19, 1994, on charges of having sex with a 16-year-old campaign worker and then pressuring her to lie about it. Reynolds, who is black, denied the charges and said the investigation was racially motivated. The GOP belatedly put up a write-in candidate for November, but Reynolds dispatched him in the overwhelmingly Democratic district with little effort. Reynolds was convicted on Aug. 22, 1995 of 12 counts of sexual assault, obstruction of justice and solicitation of child pornography, was sentenced to five years in prison, and resigned his seat on October 1.
