Protect yourself from ID theft and use these state forms!

Sign the "Statement of I'm here illegaly form!"

After finding out that DHS doesn't do complete background checks (or ignores the results) when placing children in foster care I'm very comforted that the State of Oregon Employement Department - Child Care Division allows potential childcare providers to sign a Statement of no Social Security Number form. (English version provided here, Spanish version is also available)

Of course we all know that Teddy Kulongoski and Lorna Youngs get all warm and fuzzy every time they use our tax dollars to print out a batch of the DMV version of the Statement of No Social Security Number.

And in yet another ringing endorsement of government being in control of all health care it's nice to see that the Oregon State Board of Nursing also allows applicants to sign a Statement of No Social Security Number form.

Susan "let's use the curriculum of third world countries" Castillo is also a fan. State Schools Superintendent Susan Castillo announced today the policy for free and reduced price meals for students... (by "free" she means "expensive, but you all pay for it") Children in eligible households may receive meal benefits regardless of immigration status.

What do you need to get the "expensive, but you all pay for it" lunches? You guessed it:

The names of all household members, the amount and source of income received by each household member in the prior month, the signature of an adult household member and the social security number of the adult household member who signs the application (or a statement that the person has no social security number).

So criminals can take care of your children, be your nurse, get a drivers license and "expensive, but you all pay for it" meals all by signing a state form that indicates they are criminals.

This must be why Bill Bradbury says that asking people to prove citizenship to register to vote is a "solution in search of a problem." Clearly the problem could be solved with yet another "Statement of I'm here illegaly" form.

The last time I checked, having a social security number was completely optional. Making the assumption that not having one means you are an illegal immigrant is a bit of a stretch.

I'm not sure when the last time you checked was but having a SSN is not optional. You get one at birth in the USA or you get one when you become a legal immigrant.

You can't work without a SSN. See Form I-9.

Funny thing about "the law" is that I cite specific statutes or point to things such as Form I-9 while anon here uses an Oregonian headline. That's a unique approach but doesn't quite rise to the level of an argument.

I have been trying to not think about illegal immigration lately. I think after we helped defeat the amnesty thing I was just sick of the whole issue. I was hoping that the politicans could get a clue.

But yesterday I started thinking about it again after watching AMW, reading news reports about illegal alien murderers, drunk drivers, drug dealers, cop killers, etc. If you think about it, and it is really not a big stretch, the people in charge who are offering all of these incentives are really accessories to all of these crimes. Especially when they apparently never hear or see the damage that illegal immigration is doing to this country.

Or maybe they are just so devoid of any common sense or morals that they could care less about the damage that they are helping to cause.

Most Illegal aliens are escaping self imposed poverty but the killers and rapists know the same routes or coyotes to come here.

As the headline indicates, the presence of quotes around "above the law" indicates that this was not some Oregonian headline writer's arbitrary call; it's a quote from the article, and it comes from a senior Bush administration adviser, Matthew Degn. The full quote:

"The Iraqis despised them (Blackwater) because they were untouchable. They were above the law."

Daniel: You know what this is about, don't be an idiot. Armed Blackwater mercenary presided over a full-blown massacre: nine people dead, more than a dozen wounded, the majority of them civilians. Of course, maybe I shouldn't assume. Maybe, if you spend the day with your ears attuned to Blars Larson and your eyeballs pasted to a TV screen with FOXNews displayed with their red white and blue color scheme, you wouldn't know about it.

Of course, if the murder of innocent civilians (funded by American tax dollars) isn't enough to eclipse your indignant outrage over having "art therapists" on the public dime in Oregon (or should I say anyone on the public dime?) maybe you could engage in just a second or two of actual cognitive activity and get it through your thick skull that the Blackwater incident is one of those pesky reasons that "they hate us," the sort of thing that inspires Muslim extremists to try to KILL US. 'I know it must come as a huge surprise, but it ain't the apple pies, baseball and good 'ol mom, you stupid fucking moronic asswipe. As always, your selectivity in choosing which lawbreakers to beat up on (and which ones to give a free pass) pretty much says it all.

I found an article out of Nevada that has some interesting points. The article quotes an obvious criminal supporter that says stronger enforcement creates fear and distrust in the immigrant community. Bitch if anything its us hard working Americans that should fear and distrust. I mean really look at the statistics of the crimes illegals are commiting. It also talks about the raid of 11 McDonalds in Reno and how those raids just underline the problem with getting legal workers. Ok but it doesnt list what those problems are.

The investigation on the Blackwater incident has barely begun, and you're already calling it a "Full Blown Massacre".

You will be better off if you wait until the investigation is complete before you start casting dispersions, and calling folks mercenaties and such.

The largest employer of Blackwater, is the U.S. State Dept. who hires Blackwater to escort food, relief, and other convoys throught the country of Iraq. these convoys are routinely targeted by terrorists in order to disrupt the reconstruction process, and to generally "Gum Up the Works".

The incident you are speaking of hasn't yet been fully investigated.

Cut the shit, DeLucca: That never prevents the Miglavians from rushing to judgment the second a Latino is arrested for virtually anything. The assumption is always: Latino = Illegal alien, and illegal alien arrested for X = illegal alien guilty of X.

Also: If you knew anything about Blackwater at all, you would know that many of its employees (certainly the ones carrying guns and killing people!) are by definition mercenary soldiers. The dictionary defines a mercenary as a "professional soldier." Blackwater's own web site boasts the "most comprehensive professional military" service "in the world." How fucking stupid are you?

But by all means. Let's wait until the matter is "fully investigated" and we can chat again. Although you have to wonder how "full" the investigation will be, given that the investigator will probably be an employer whose sole interest is covering its own corrupt ass.

"A multi-agency drug task force arrested seven Cornelius residents yesterday in connection marijuana growing operations on public and private forest land in Washington, Yamhill and Tillamook counties.

The Washington County Sheriff’s department reported yesterday that search warrants executed on three houses and five vehicles in Cornelius led to the arrests, which were made in two sweeps.

The search warrants were obtained based on information gathered during an investigation that over the last month led to the seizure of 5,500 marijuana plants in three northwestern Oregon counties

In most cases, police said, the grow operations were guarded by armed men who were sleeping in the vicinity of the marijuana gardens. Some of the grow operations were being carried out on Bureau of Land Management land. The rest of the marijuana was found on private forest land. Officials said none of the land was owned by Stimson Lumber, Co., one the largest private landowners in the area.

Israel Tinoco-Cervantes, 31, was charged with manufacturing a controlled substance, Veronia Carrera-Garcia, 21, and Adriana Jacobo-Ortiz, 31, were charged with conspiracy to manufacture a controlled substance, and Maul Nieto-Velasquez, 21, was charged with frequenting a place where controlled substances are used.

Later in the day, Jesus Tinoco-Cervantes, 20, Agustin Tinoco-Cervantes, 22, and Jose Magdelano Tovar-Perez, 22, were arrested and charged with manufacturing and distributing a controlled substance.

According to Washington County Jail records, Immigration and Customs Enforcement holds have been placed on Nieto-Velasquez and Israel, Jesus and Augustin Tinoco-Cervantes.

In addition, Israel Tinoco-Cervantes was taken into custody by U.S. Marshalls on a drug-related federal warrant yesterday and was booked at the Multnomah County Jail."

I do know about Blackwater as a matter of fact. More than you can possibly imagine. Blackwater employs former Special Operations guys like Navy SEALs, Green Berets, etc.. These guys know more about fire discipline than any soldiers on the planet. They don't just go shooting at anything that moves...they are very, very good at what they do. They have been trained by the best, and they continue to train throughout their stint with Blackwater.

As for "how fucking stupid" I am, I'll let you be the judge of that, but let's just say that I'm not the one jumping to conclusions, you are.

I get the feeling that no matter who performs the investigation, if the Blackwater guys are proven to be in the clear, no matter how much evidence there is, you will no doubt be claiming "Cover Up"...so it's a fruitless battle with you.

You will go through life pissed off at the world whenever things don't go your way. Well guess what Skippy? Things don't always fit your personal agenda, or mine either for that matter. Deal with it.

Blackwater and organizations like it are necessary in today's world. With the downsizing of the Military in the 1990's, we simply do nat have the resources for the Military to provide food escorts, security details, etc.. That's where private enterprise steps in.

Yonder sky that has wept tears of compassion upon my people for centuries untold, and which to us appears changeless and eternal, may change. Today is fair. Tomorrow it may be overcast with clouds. My words are like the stars that never change. Whatever Seattle says, the great chief at Washington can rely upon with as much certainty as he can upon the return of the sun or the seasons. The white chief says that Big Chief at Washington sends us greetings of friendship and goodwill. This is kind of him for we know he has little need of our friendship in return. His people are many. They are like the grass that covers vast prairies. My people are few. They resemble the scattering trees of a storm-swept plain. The great, and I presume -- good, White Chief sends us word that he wishes to buy our land but is willing to allow us enough to live comfortably. This indeed appears just, even generous, for the Red Man no longer has rights that he need respect, and the offer may be wise, also, as we are no longer in need of an extensive country.

There was a time when our people covered the land as the waves of a wind-ruffled sea cover its shell-paved floor, but that time long since passed away with the greatness of tribes that are now but a mournful memory. He gave you laws but had no word for His red children whose teeming multitudes once filled this vast continent as stars fill the firmament. To us the ashes of our ancestors are sacred and their resting place is hallowed ground. You wander far from the graves of your ancestors and seemingly without regret. Your religion was written upon tablets of stone by the iron finger of your God so that you could not forget. The Red Man could never comprehend or remember it. Our religion is the traditions of our ancestors -- the dreams of our old men, given them in solemn hours of the night by the Great Spirit; and the visions of our sachems, and is written in the hearts of our people.

Your dead cease to love you and the land of their nativity as soon as they pass the portals of the tomb and wander away beyond the stars. They are soon forgotten and never return. Our dead never forget this beautiful world that gave them being. They still love its verdant valleys, its murmuring rivers, its magnificent mountains, sequestered vales and verdant lined lakes and bays, and ever yearn in tender fond affection over the lonely hearted living, and often return from the happy hunting ground to visit, guide, console, and comfort them.

Day and night cannot dwell together. The Red Man has ever fled the approach of the White Man, as the morning mist flees before the morning sun. However, your proposition seems fair and I think that my people will accept it and will retire to the reservation you offer them. Then we will dwell apart in peace, for the words of the Great White Chief seem to be the words of nature speaking to my people out of dense darkness.

It matters little where we pass the remnant of our days. They will not be many. The Indian's night promises to be dark. Not a single star of hope hovers above his horizon. Sad-voiced winds moan in the distance. Grim fate seems to be on the Red Man's trail, and wherever he will hear the approaching footsteps of his fell destroyer and prepare stolidly to meet his doom, as does the wounded doe that hears the approaching footsteps of the hunter.

A few more moons, a few more winters, and not one of the descendants of the mighty hosts that once moved over this broad land or lived in happy homes, protected by the Great Spirit, will remain to mourn over the graves of a people once more powerful and hopeful than yours. But why should I mourn at the untimely fate of my people? Tribe follows tribe, and nation follows nation, like the waves of the sea. It is the order of nature, and regret is useless. Your time of decay may be distant, but it will surely come, for even the White Man whose God walked and talked with him as friend to friend, cannot be exempt from the common destiny. We may be brothers after all. We will see.

We will ponder your proposition and when we decide we will let you know. But should we accept it, I here and now make this condition that we will not be denied the privilege without molestation of visiting at any time the tombs of our ancestors, friends, and children. Every part of this soil is sacred in the estimation of my people. Every hillside, every valley, every plain and grove, has been hallowed by some sad or happy event in days long vanished. Even the rocks, which seem to be dumb and dead as the swelter in the sun along the silent shore, thrill with memories of stirring events connected with the lives of my people, and the very dust upon which you now stand responds more lovingly to their footsteps than yours, because it is rich with the blood of our ancestors, and our bare feet are conscious of the sympathetic touch. I.

The first white men of your people who came to our country were named Lewis and Clark. They brought many things which our people had never seen. They talked straight and our people gave them a great feast as proof that their hearts were friendly. They made presents to our chiefs and our people made presents to them. We had a great many horses of which we gave them what they needed, and they gave us guns and tobacco in return. All the Nez Perce made friends with Lewis and Clark and agreed to let them pass through their country and never to make war on white men. This promise the Nez Perce have never broken.

II.

For a short time we lived quietly. But this could not last. White men had found gold in the mountains around the land of the Winding Water. They stole a great many horses from us and we could not get them back because we were Indians. The white men told lies for each other. They drove off a great many of our cattle. Some white men branded our young cattle so they could claim them. We had no friends who would plead our cause before the law councils. It seemed to me that some of the white men in Wallowa were doing these things on purpose to get up a war. They knew we were not stong enough to fight them. I labored hard to avoid trouble and bloodshed. We gave up some of our country to the white men, thinking that then we could have peace. We were mistaken. The white men would not let us alone. We could have avenged our wrongs many times, but we did not. Whenever the Government has asked for help against other Indians we have never refused. When the white men were few and we were strong we could have killed them off, but the Nez Perce wishes to live at peace.

On account of the treaty made by the other bands of the Nez Perce the white man claimed my lands. We were troubled with white men crowding over the line. Some of them were good men, and we lived on peaceful terms with them, but they were not all good. Nearly every year the agent came over from Lapwai and ordered us to the reservation. We always replied that we were satisfied to live in Wallowa. We were careful to refuse the presents or annuities which he offered.

Through all the years since the white man came to Wallowa we have been threatened and taunted by them and the treaty Nez Perce. They have given us no rest. We have had a few good friends among the white men, and they have always advised my people to bear these taunts without fighting. Our young men are quick tempered and I have had great trouble in keeping them from doing rash things. I have carried a heavy load on my back ever since I was a boy. I learned then that we were but few while the white men were many, and that we could not hold our own with them. We were like deer. They were like grizzly bears. We had a small country. Their country was large. We were contented to let things remain as the Great Spirit Chief made them. They were not; and would change the mountains and rivers if they did not suit them.

Tell General Howard that I know his heart. What he told me before I have in my heart. I am tired of fighting. Our chiefs are killed. It is cold and we have no blankets. The little children are freezing to death. My people -- some of them have run away to the hills and have no blankets and no food. I have shaken hands with a good many friends, but there are some things I want to know which no one seems able to explain. I cannot understand how the Government sends a man out to fight us, as it did General Miles, and then breaks his word. Such a government has something wrong about it. I cannot understand why so many chiefs are allowed to talk so many different ways, and promise so many different things. I have seen the Great Father Chief [President Hayes]; the Next Great Chief [Secretary of the Interior]; the Commissioner Chief; the Law Chief; and many other law chiefs [Congressmen] and they all say they are my friends, and that I shall have justice, but while all their mouths talk right I do not understand why nothing is done for my people. I have heard talk and talk but nothing is done. Good words do not last long unless they amount to something. Words do not pay for my dead people. They do not pay for my country now overrun by white men. They do not protect my father's grave. They do not pay for my horses and cattle. Good words do not give me back my children. Good words will not make good the promise of your war chief, General Miles. Good words will not give my people a home where they can live in peace and take care of themselves. I am tired of talk that comes to nothing. It makes my heart sick when I remember all the good words and all the broken promises. There has been too much talking by men who had no right to talk. Too many misinterpretations have been made; too many misunderstandings have come up between the white men and the Indians. If the white man wants to live in peace with the Indian he can live in peace. There need be no trouble. Treat all men alike. Give them the same laws. Give them all an even chance to live and grow. All men were made by the same Great Spirit Chief. They are all brothers. The earth is the mother of all people, and all people should have equal rights upon it. You might as well expect all rivers to run backward as that any man who was born a free man should be contented penned up and denied liberty to go where he pleases. If you tie a horse to a stake, do you expect he will grow fat? If you pen an Indian up on a small spot of earth and compel him to stay there, he will not be contented nor will he grow and prosper. I have asked some of the Great White Chiefs where they get their authority to say to the Indian that he shall stay in one place, while he sees white men going where they please. They cannot tell me.

I only ask of the Government to be treated as all other men are treated. If I cannot go to my own home, let me have a home in a country where my people will not die so fast. I would like to go to Bitter Root Valley. There my people would be happy; where they are now they are dying. Three have died since I left my camp to come to Washington.

When I think of our condition, my heart is heavy. I see men of my own race treated as outlaws and driven from country to country, or shot down like animals.

I know that my race must change. We cannot hold our own with the white men as we are. We only ask an even chance to live as other men live. We ask to be recognized as men. We ask that the same law shall work alike on all men. If an Indian breaks the law, punish him by the law. If a white man breaks the law, punish him also.

Let me be a free man, free to travel, free to stop, free to work, free to trade where I choose, free to choose my own teachers, free to follow the religion of my fathers, free to talk, think and act for myself -- and I will obey every law or submit to the penalty.

Whenever the white man treats the Indian as they treat each other then we shall have no more wars. We shall be all alike -- brothers of one father and mother, with one sky above us and one country around us and one government for all. Then the Great Spirit Chief who rules above will smile upon this land and send rain to wash out the bloody spots made by brothers' hands upon the face of the earth. For this time the Indian race is waiting and praying. I hope no more groans of wounded men and women will ever go to the ear of the Great Spirit Chief above, and that all people may be one people.

I am happy to join with you today in what will go down in history as the greatest demonstration for freedom in the history of our nation.


Five score years ago, a great American, in whose symbolic shadow we stand today, signed the Emancipation Proclamation. This momentous decree came as a great beacon light of hope to millions of Negro slaves who had been seared in the flames of withering injustice. It came as a joyous daybreak to end the long night of captivity.

But one hundred years later, the Negro still is not free. One hundred years later, the life of the Negro is still sadly crippled by the manacles of segregation and the chains of discrimination. One hundred years later, the Negro lives on a lonely island of poverty in the midst of a vast ocean of material prosperity. One hundred years later, the Negro is still languished in the corners of American society and finds himself in exile in his own land. So we have come here today to dramatize an shameful condition.

In a sense we've come to our nation's Capital to cash a check. When the architects of our republic wrote the magnificent words of the Constitution and the Declaration of Independence, they were signing a promissory note to which every American was to fall heir.

This note was a promise that all men, yes, black men as well as white men, would be guaranteed the unalienable rights of life, liberty, and the pursuit of happiness.

It is obvious today that America has defaulted on this promissory note insofar as her citizens of color are concerned. Instead of honoring this sacred obligation, America has given the Negro people a bad check; a check which has come back marked "insufficient funds."

But we refuse to believe that the bank of justice is bankrupt. We refuse to believe that there are insufficient funds in the great vaults of opportunity of this nation. So we have come to cash this check- a check that will give us upon demand the riches of freedom and the security of justice.

We have also come to this hallowed spot to remind America of the fierce urgency of now. This is no time to engage in the luxury of cooling off or to take the tranquilizing drug of gradualism.

Now is the time to make real the promises of democracy. Now is the time to rise from the dark and desolate valley of segregation to the sunlit path of racial justice. Now is the time to lift our nation from the quicksands of racial injustice to the solid rock of brotherhood. Now is the time to make justice a reality for all of God's children.

It would be fatal for the nation to overlook the urgency of the moment. This sweltering summer of the Negro's legitimate discontent will not pass until there is an invigorating autumn of freedom and equality. Nineteen sixty-three is not an end, but a beginning. Those who hope that the Negro needed to blow off steam and will now be content will have a rude awakening if the nation returns to business as usual. There will be neither rest nor tranquility in America until the Negro is granted his citizenship rights. The whirlwinds of revolt will continue to shake the foundations of our nation until the bright day of justice emerges.

But there is something that I must say to my people who stand on the warm threshold which leads into the palace of justice. In the process of gaining our rightful place we must not be guilty of wrongful deeds. Let us not seek to satisfy our thirst for freedom by drinking from the cup of bitterness and hatred. We must forever conduct our struggle on the high plane of dignity and discipline. We must not allow our creative protest to degenerate into physical violence. Again and again we must rise to the majestic heights of meeting physical force with soul force.

The marvelous new militancy which has engulfed the Negro community must not lead us to a distrust of all white people, for many of our white brothers, as evidenced by their presence here today, have come to realize that their destiny is tied up with our destiny. And they have come to realize that their freedom is inextricably bound to our freedom. We cannot walk alone.

And as we walk, we must make the pledge that we shall march ahead. We cannot turn back. There are those who are asking the devotees of civil rights, "When will you be satisfied?"

We can never be satisfied as long as the Negro is the victim of the unspeakable horrors of police brutality.

We can never be satisfied as long as our bodies, heavy with the fatigue of travel, cannot gain lodging in the motels of the highways and the hotels of the cities.

We cannot be satisfied as long as the Negro's basic mobility is from a smaller ghetto to a larger one.

We can never be satisfied as long as our chlidren are stripped of their selfhood and robbed of their dignity by signs stating "for whites only."

We cannot be satisfied as long as a Negro in Mississippi cannot vote and a Negro in New York believes he has nothing for which to vote.

No, no, we are not satisfied, and we will not be satisfied until justice rolls down like waters and righteousness like a mighty stream.

I am not unmindful that some of you have come here out of great trials and tribulations. Some of you have come fresh from narrow jail cells. Some of you have come from areas where your quest for freedom left you battered by the storms of persecution and staggered by the winds of police brutality. You have been the veterans of creative suffering. Continue to work with the faith that unearned suffering is redemptive.

Go back to Mississippi, go back to Alabama, go back to South Carolina, go back to Georgia, go back to Louisiana, go back to the slums and ghettos of our northern cities, knowing that somehow this situation can and will be changed. Let us not wallow in the valley of despair.

I say to you today, my friends, so even though we face the difficulties of today and tomorrow, I still have a dream. It is a dream deeply rooted in the American dream.

I have a dream that one day this nation will rise up and live out the true meaning of its creed: "We hold these truths to be self-evident; that all men are created equal."

I have a dream that one day on the red hills of Georgia the sons of former slaves and the sons of former slave owners will be able to sit down together at the table of brotherhood.

I have a dream that one day even the state of Mississippi, a state sweltering with the heat of injustice, sweltering with the heat of oppression, will be transformed into an oasis of freedom and justice.

I have a dream that my four little children will one day live in a nation where they will not be judged by the color of their skin but by the content of their character.

I have a dream today.

I have a dream that one day down in Alabama, with its vicious racists, with its governor having his lips dripping with the words of interposition and nullification, that one day right down in Alabama little black boys and black girls will be able to join hands with little white boys and white girls as sisters and brothers.

I have a dream that one day every valley shall be exhalted, every hill and mountain shall be made low, the rough places will be made plain, and the crooked places will be made straight, and the glory of the Lord shall be revealed, and all flesh shall see it together.

This is our hope. This is the faith that I will go back to the South with. With this faith we will be able to hew out of the mountain of despair a stone of hope. With this faith we will be able to transform the jangling discords of our nation into a beautiful symphony of brotherhood.

With this faith we will be able to work together, to pray together, to struggle together, to go to jail together, to stand up for freedom together, knowing that we will be free one day.

This will be the day when all of God's children will be able to sing with new meaning, "My country 'tis of thee, sweet land of liberty, of thee I sing. Land where my fathers died, land of the Pilgrims' pride, from every mountainside, let freedom ring."

And if America is to be a great nation, this must become true. So let freedom ring from the prodigious hilltops of New Hampshire. Let freedom ring from the mighty mountains of New York. Let freedom ring from the heightening Alleghenies of Pennsylvania.

Let freedom ring from the snow-capped Rockies of Colorado. Let freedom ring from the curvaceous slopes of California. But not only that; let freedom ring from the Stone Mountain of Georgia. Let freedom ring from Lookout Mountain of Tennessee.

Let freedom ring from every hill and molehill of Mississippi. From every mountainside, let freedom ring.

And when this happens, and when we allow freedom ring, when we let it ring from every village and every hamlet, from every state and every city, we will be able to speed up that day when all of God's children, black men and white men, Jews and gentiles, Protestants and Catholics, will be able to join hands and sing in the words of the old Negro spiritual, "Free at last! Free at last! Thank God Almighty, we are free at last!"

In at least two cases, Blackwater paid victims’ family members who complained, and sought to cover up other episodes, the Congressional report said. It said State Department officials approved the payments in the hope of keeping the shootings quiet. In one case last year, the department helped Blackwater spirit an employee out of Iraq less than 36 hours after the employee, while drunk, killed a bodyguard for one of Iraq’s two vice presidents on Christmas Eve.

The report by the Democratic majority staff of a House committee adds weight to complaints from Iraqi officials, American military officers and Blackwater’s competitors that company guards have taken an aggressive, trigger-happy approach to their work and have repeatedly acted with reckless disregard for Iraqi life.

But the report is also harshly critical of the State Department for exercising virtually no restraint or supervision of the private security company’s 861 employees in Iraq. “There is no evidence in the documents that the committee has reviewed that the State Department sought to restrain Blackwater’s actions, raised concerns about the number of shooting incidents involving Blackwater or the company’s high rate of shooting first, or detained Blackwater contractors for investigation,” the report states.

On Sept. 16, Blackwater employees were involved in a shooting in a Baghdad square that left at least eight Iraqis dead, an episode that remains clouded. The shootings have set off outrage among Iraqi officials, who branded them “cold-blooded murder” and demanded that the company be removed from the country.

The State Department is conducting three separate investigations of the shooting, and on Monday the F.B.I. said it was sending a team to Baghdad to compile evidence for possible criminal prosecution.

Neither the State Department nor Blackwater would comment on Monday about the 15-page report, but both said their representatives would address it on Tuesday in testimony before the House Committee on Oversight and Government Reform, whose Democratic staff produced the document. Based on 437 internal Blackwater incident reports as well as internal State Department correspondence, the report said that Blackwater’s use of force was “frequent and extensive, resulting in significant casualties and property damage.”

Among those scheduled to testify on Tuesday are Erik Prince, a press-shy former Navy Seal who founded Blackwater a decade ago, and several top State Department officials.

The committee report places a significant share of the blame for Blackwater’s record in Iraq on the State Department, which has paid Blackwater more than $832 million for security services in Iraq and elsewhere, under a diplomatic security contract it shares with two other companies, DynCorp International and Triple Canopy.

Blackwater has reported more shootings than the other two companies combined, but it also currently has twice as many employees in Iraq as the other two companies combined.

In the case of the Christmas Eve killing, the report says that an official of the United States Embassy in Iraq suggested paying the slain bodyguard’s family $250,000, but a lower-ranking official said that such a high payment “could cause incidents with people trying to get killed by our guys to financially guarantee their family’s future.” Blackwater ultimately paid the dead man’s family $15,000.

In another fatal shooting cited by the committee, an unidentified State Department official in Baghdad urged Blackwater to pay the victim’s family $5,000. The official wrote, “I hope we can put this unfortunate matter behind us quickly.”

The committee report also cited three other shootings in which Blackwater officials filed misleading reports or otherwise tried to cover up the shootings.

Since mid-2006, Blackwater has been responsible for guarding American diplomats in and around Baghdad, while DynCorp has been responsible for the northern part of the country and Triple Canopy for the south.

State Department officials said last week that Blackwater had run more than 1,800 escort convoys for American diplomats and other senior civilians so far this year and discharged their weapons 57 times. Blackwater was involved in 195 incidents of gunfire from 2005 until early September, a rate of 1.4 shootings a week, the report says. In 163 of those cases, Blackwater gunmen fired first, in most cases from moving vehicles.

The report also says that Blackwater gunmen engaged in offensive operations alongside uniformed American military personnel in violation of their State Department contract, which states that Blackwater guards are to use their weapons only for defensive purposes.

It notes that Blackwater’s contract authorizes its employees to use lethal force only to prevent “imminent and grave danger” to themselves or to the people they are paid to protect. “In practice, however,” the report says, “the vast majority of Blackwater weapons discharges are pre-emptive, with Blackwater forces firing first at a vehicle or suspicious individual prior to receiving any fire.”

The report cites two instances in which Blackwater gunmen engaged in tactical military operations. One was a firefight in Najaf in 2004 during which Blackwater employees set up a machine gun alongside American and Spanish forces. Later that year, a Blackwater helicopter helped an American military squad secure a mosque from which sniper fire had been detected.

Blackwater has dismissed 122 of its employees over the past three years for misusing weapons, alcohol or drug abuse, lewd conduct or violent behavior, according to the report. It has also terminated workers for insubordination, failure to report incidents or lying about them, and publicly embarrassing the company. One employee was dismissed for showing signs of post-traumatic stress disorder.

The Senate on Monday gave final approval, 92 to 3, to a defense policy bill that included the establishment of an independent commission to investigate private contractors operating in Iraq and Afghanistan. The bill, which must be reconciled with a House version, faces a veto threat because it includes an expansion of federal hate-crimes laws.

Blackwater has lost 200 employees in the line of duty while protecting dignitaries and or property. NO DIGNITARY HAS YET BEEN LOST WHO WAS UNDER THE PROTECTION OF BLACKWATER PERSONNEL.

The Washington County Sheriff’s department reported yesterday that search warrants executed on three houses and five vehicles in Cornelius led to the arrests, which were made in two sweeps.

The search warrants were obtained based on information gathered during an investigation that over the last month led to the seizure of 5,500 marijuana plants in three northwestern Oregon counties

In most cases, police said, the grow operations were guarded by armed men who were sleeping in the vicinity of the marijuana gardens. Some of the grow operations were being carried out on Bureau of Land Management land. The rest of the marijuana was found on private forest land. Officials said none of the land was owned by Stimson Lumber, Co., one the largest private landowners in the area.

Israel Tinoco-Cervantes, 31, was charged with manufacturing a controlled substance, Veronia Carrera-Garcia, 21, and Adriana Jacobo-Ortiz, 31, were charged with conspiracy to manufacture a controlled substance, and Maul Nieto-Velasquez, 21, was charged with frequenting a place where controlled substances are used.

Later in the day, Jesus Tinoco-Cervantes, 20, Agustin Tinoco-Cervantes, 22, and Jose Magdelano Tovar-Perez, 22, were arrested and charged with manufacturing and distributing a controlled substance.

According to Washington County Jail records, Immigration and Customs Enforcement holds have been placed on Nieto-Velasquez and Israel, Jesus and Augustin Tinoco-Cervantes.

In addition, Israel Tinoco-Cervantes was taken into custody by U.S. Marshalls on a drug-related federal warrant yesterday and was booked at the Multnomah County Jail.

Several law-enforcement agencies participated in the investigation and execution of the warrants, including the Westside Interagency Narcotics team (a coalition of Westside police agencies and the national guard), McMinnville Police, Newberg Police, the Yamhill County and Tillamook County Sherriff’s Offices, Oregon Department of Justice, Federal Bureau of Investigation, Drug Enforcement Agency, Immigration and Customs Enforcement, Bureau of Land Management and two SWAT teams.
